11.       Professional Qualification & Experience (Armed Forces) :

(a)       Had the opportunity of undergoing both troops & works oriented courses as mentioned at 2(b)

(b)       Selected and successfully attended the Higher Command Course the Army’s Higher Executive Course (Selection Grade) conducted at  the College of Combat. The 40 weeks resident curriculum pursued during the course prepared selected officers of the Indian Defence Services for Senior leadership responsibilities in an operational and strategic environment during peace and war.

(c)       Lead Units both in peace & war.

(d)       Human Resource Management from Recruitment till Retirement of both Army and Civilian Personnel.

(e)       Development and Training of officers, Subordinates and Workers in Corps of Engineers including Military Engineer Service of the country.

          (l)         Planned as Commandant Bengal Engineer Group & Centre, the Bicentenary Celebrations in the most befitting manner.

12.       Professional qualification & Experience (Geotechnical Engineering) :  

(a)      Post graduate diploma in Structural Engineering, Post graduate degree in     Geo- technical Engineering, Post graduate & M.Phil degree in  Management.

(b)      Professional experience of teaching under graduate & post graduate   students at College of Military Engineers, Pune for four years from 1976 to 1980.

(c)      Research and consultancy experience of four years in Soil Mechanics and     Foundation and pavement design work as Assistant Director SEMT (Wing) CME, Pune which is ISO certified and has the status of a National Test House

(d)      On special request of the then Government of Goa, Daman & Diu under the leadership of Capt S N Mukherjee in 1977, through the college of  Military Engineering carried out Sub soil exploration on the sea shore Diu Island and gave foundation and pavement design for laying of runway & construction of Airport which is presently very extensively used by     both civil aviation & Indian Navy aviation / Coastal Guards.

 (e)     As team leader, was responsible to carry out sub surface explorations and give foundation design for structures in remote areas and virgin grounds through out the country i.e. from glaciated soil of Leh & Ladakh region, bouldary strata of Shivalik i.e. Akhnor, Nagrota, Mamun and Udhampur, Marine clay of Vizag, Gangetic Plain of Patna, to the islands of Port Blair & Greater Nicobar. Foundation design of eighteen bridges on the coastal ring road and the Pavement design for the Runway at Great Nicobr, in the year 1979-80, an extra ordinary challenging job for the Nation's security was assigned to the then Capt. S.N. Mukherjee. The Chief of Army Staff’s Commendation an unique recognition was bestowed     to him for a job of such a challenging and technical nature well executed carried out.

(f)       Involved in extensive research and published technical papers on ground  improvement technique with special reference to soil stabilization of  expansive Black cotton soil.

 (g)     Elected member of Indian Geotechnical Society in the year 1985 and in        recognition of the contribution in Geotechnical Engineering then Lt Col S N  Mukherjee was awarded the Fellowship of the Society in 1989.

 (h)   Received the best paper award from IGS on stabilization of Black cotton  soil in the year 1990.

 (i)    Was elected for three consecutive terms as National Executive Committee    member of IGS from  1999-2004  

 (j)     Elected as first Executive Secretary and Founder Chairman of local     chapters Chandigarh and Srinagar of Indian Geotechnical Society.

 (k)   Contributed immensely in opening of at least ten local chapters in various parts of the country.

 (l)     Personally responsible as Patron / Chairman / Co-chairman to organize IGCs, Workshops & Seminars. Was the Patron and Co-Chairman for IGC- 2003 at Roorkee

 (m)  Had the distinction of delivering Key note address / Chairing / Co-chairing  at IGCs, Workshops & Seminars.

 (n)   Elected to the prestigious & the highest post of President Indian Geotechnical Society for the term 2005-2006.

 (o)   Served the National Executive Council of IGS as immediate past President during 2007-2008

 

13.       Professional Experience and Positions held :

1.         Appointed Vice Chancellor of the prestigious Lakshmibai National      University of Physical Education, Gwalior on deputation while till in active service on 23rd Mar'2005.

            Under the visionary and dynamic leadership of Maj Gen S N Mukherjee           not       only the image of the Institute but of the Physical Education profession has achieved new dimensions in both National and      International arena. Some of the major achievements during thi   short  period are in the field of academic administration and discipline,          professional development & carrier planning,     Infrastructure development   and quality of life in the campus etc.

(a)       Academic Administration & Discipline:

(i)         Inculcated sense of belongingness & pride in staff &       students Including aluminies by taking various positive steps.

(ii)        Inculcated sense of punctuality & discipline in staff & students     in the class rooms as well as in the hostels & in the campus    functions by    setting personal example .

(iii)       Perceptible attitudinal changes in the students behaviour by regular interactions with them.

(iv)       Appreciable increase in attendance both in Class rooms &  other   functions.

(v)        Remarkable improvement in their performance & development of holistic personality.

(vi)       Past seven Annual Reports of the Institute was tabled in the parliament during last three years

(ix)  Organized a large number of In-service orientation & refresher courses for school, college & university teachers especially for Physical Education professionals.

 

(x) Provided all facilities for the National Level Junior & Sub Junior selection & coaching camps in various games &  sports for both men & women.

 

(xi) Organized coaching camps and testing facilities for eligible candidates in various games & sports for officials/referees,    etc. in consultations with federations.

 

(xii)   Appreciable increase in number of campus selection and pay packets.

 

(xiii)  Convocations of eight academic years completed in last three years.

 

(xiv)   Number of faculties motivated to write papers in National/International Conferences/Workshops/Seminars and they were sent abroad to attend such conferences.

 

(xv)  One Professor sent on scholarship to UK for one year Post Graduate Diploma course in Sports Management on no cost to either Institute or to the individual.

 

 

(c)       Infrastructural development and quality of life in the campus:

 

(i)       Complete renovation & up gradation of the auditorium to include false ceiling, acoustical modifications, central air  conditioning, sound system, projection system, lighting, seating, pushback chairs, presently the best auditorium in Gwalior.

(ii)       Creation of a massive (40  mtr. X 54 mtr.) multipurpose hall.

(iii)      Yoga complex including most modern fitness centre.

(iv)       Improvement of all existing play fields and grounds and creation of new grounds.

(V)       Modernization of Research Laboratories.

(VI)      Creation of New Central Library building complex with e library facilities.

(VII)     Modernization of Mess/Cookhouse to include electro-mechanical Chapati making machine, Steam Cooking  arrangements, food warmer Dish Washing machine, etc.

(VIII)     Renovation of hostel bathrooms and floorings.

(IX)         Neat, clean & green environment.

 

2.       Additional Director General Engineer Personnel (from 23rd Julv 2003 to 21st March 2005) New Delhi :

ADGE (Pers) is responsible for selection of officers for placement in higher appointments as well as management of all personnel matters of the Corps of Engineer, including Military Engineering Service. Also responsible for planning and executing corporate level training of officers, supervisors and workers deployed in Military Engineer Service through out India; a total of 4,155 officers 28,496 subordinate staffs and 91,000 Industrial workers. The above assignment is akin to Head of Personnel of a multinational organization and involved in all aspects of Human Resource Management.

3.       Commandant Bengal Engineer Group and Centre (from April 01 to June 2003 - Roorkee.

Specify selected to head the Bengal Engineer Group and Centre Roorkee as Commandant for the Bicentenary celebrations of the Group. A coveted appointment for an Engineer Officer. It required to train and induct fresh recruits in Engineer Regiments of the Army as well as upgradation training, of inservice soldiers, Junior Commissioned Officers (JCOs) and newly commissioned officers of the Corps of Engineers, including Military Engineering Service and Military Survey. The above assignment is akin to a Vice Chancellor of a Deemed University laying special emphasis on physical training, education and sports besides character building etc.

 

4.       Chief Engineer Army Establishment - Kashmir Valley. Srinagar (from June 1999 to April 2001)

It is' one of the Operational establishment of Indian Army, having International Boarders with both PAKISTAN & CHINA. It has the Highest Battle Ground in the world. Chief Engineer of such an organization was responsible to provide all types of combat Engineer support i.e. (dealing with Land Mines, Improvised Explosive Devices, Construction of Bunkers, Shelters, Roads & Tracks, Provision of field 'Water supply and Electricity, Aerial Cable Way, etc.). Under the Chief Engineer ship the Corps fought the KARGIL War (OP VIJAY) where in 150 Officers, 8000 Men and 1500 Civilian labours worked day and night to construct and maintain the line of communication and shelters. Handled a Budget of more than 500 crores. The above assignment is akin to a CEO of a large multi disciplined multi faceted organization operating over a large area simultaneously under the most difficult working conditions.

5.       Chief Engineer in HO Chandigarh Zone (from May 1997 to May 1999).

One of the largest and heavily loaded zone, responsible to give works and maintenance cover to a large number of formations and units of Western Command, in addition works service was also provided to cable Factory of Ordinance Factory Board, DAD Western Command and TBRL, of DRDO. The zone had five C'sWE and twenty Garrison Engineers, having a total of :220 Officers and 7650 Subordinates, which included Basic, Industrial and Industrial civilian employees. The annual budget of new works and maintenance was more than 160 crores. The above assignment is akin to Chief Engineers of CPWD or a State - with complete independent charge including financial and legal.

 

6.       Colonel General Staff (Staff Duties) in Army Establishment in North Bengal,   Sikkim and  NE India (from June 1995 to Mav 1997)

Responsible for planning and executing movements of all units in the Corps Zone, Movements of all VIP's in the Corps Zone and coordinating the visit of General Officer Commanding & Chief of Staff. Responsible for Management of all civilians employed in the Corps Zone. Coordinate and plan Key Location Plans (KLPs) of units and formations of the Corps and handle all problems connected with staff duties in the Corps. The above assignment is akin to Head of Administrative and Planning Department of very large Organization - spread in North Eastern India.
